Build Electric SVP offers two incentive pathways to support existing affordable and market-rate multifamily properties located within the City of Santa Clara.

Retrofit of Multifamily Affordable and Market-rate Existing Buildings

  • All-Electric Multifamily Retrofit for properties ready to transition fully to electric technologies.
  • Progressive Electric Multifamily Retrofit for properties beginning with one or more heat pump technology upgrades.

Both pathways provide incentives to reduce project costs while advancing Silicon Valley Power’s electrification and climate goals.

Choose Your Retrofit Pathway

All-Electric Multifamily Retrofit

Designed for projects that are ready to remove natural gas equipment and transition the entire enrolled building to efficient electric technologies.

Progressive Electric Multifamily Retrofit

Designed for properties that are not yet ready for full electrification but want to begin transitioning by installing one or more qualifying heat pump technologies.

All-Electric Multifamily Retrofit Pathway

This retrofit pathway supports projects that remove all natural gas appliances, cap gas lines, and install energy-efficient electric technologies throughout each enrolled building.

All-Electric Multifamily Retrofit Program Pre-requisites

  • Remove natural gas appliances: Remove all natural gas appliances from residential units and common areas in the enrolled building. Additionally, gas lines in the enrolled building must be capped.

  • Heat pump water heating: Install heat pump water heating systems with a UEF rating of 3.0 or greater.

  • Heat pump space heating: Install heat pump space heating systems that meet the applicable efficiency requirements:

    • Ducted split heat pump: SEER2 rating of 15.2 or higher and HSPF2 rating of 7.7 or higher
    • Ductless split heat pump: SEER2 rating of 15.2 or higher and HSPF2 rating of 7.7 or higher
  • Electric clothes drying: Install or retain only electric clothes dryers throughout the enrolled property

  • Induction cooking: Install or retain induction cooking equipment in each dwelling unit*

*Induction cooking is not required for qualifying affordable multifamily housing projects. Affordable housing includes properties certified as affordable through a regulatory designation or under the City of Santa Clara’s affordable housing definition. Naturally occurring affordable housing may be considered on a case-by-case basis.

All-Electric Multifamily Retrofit Bonus Incentives

Enrolled units may qualify for bonus incentives when they install eligible high-efficiency equipment or building-envelope improvements.

Incentive Cap

The All-Electric Multifamily Retrofit pathway has a per-unit incentive cap of $16,000. The cap applies to the combined value of base and bonus incentives.

ENERGY STAR® Induction Cooking
Install ENERGY STAR® certified induction cooktops or ranges with certified energy consumption not exceeding 195 kWh per year.

Induction Cooking for Affordable Housing
This bonus is only available to qualifying affordable housing projects that install induction cooking equipment in each unit.

Central Heat Pump Water Heater
Install a central heat pump water heater that supplies domestic hot water to all residential units within the enrolled multifamily building.

CEE Tier 1 Variable-Capacity Heat Pump
Install a system that complies with CEE Tier 1 Path A or B requirements.

Standard split ducted and ductless systems:

  • Path A: SEER2 – 16.0 | EER2 – 9.8 | HSPF2 – 8.5 | COP @5°F – 1.75 | Capacity Ratio – 0.65 OR 65%
  • Path B: SEER2 – 16.0 | EER2 – 11.0 | HSPF2 – 8.0 | COP @5°F – 1.75 | Capacity Ratio – 0.50 OR 50%

Electrical Infrastructure Upgrade Bonus
Install electrical circuitry or panel improvements to electrify the existing dwelling units. This incentive may not exceed 100% of the cost of the eligible upgrade cost.

Increased Attic Insulation
Install attic insulation that exceeds the prescriptive requirement (listed below) for Climate Zone 4. This bonus is not available for projects without attics. Qualifying properties must meet or exceed the following criteria:

  • R-19 below roof-deck cavity insulation
  • R-38 ceiling-cavity insulation

Increased Wall Insulation
Install wall insulation that exceeds the prescriptive requirement for Climate Zone 4. The multifamily prescriptive requirement is based on a winter-design U-factor of 0.051. There are many design pathways to meet this requirement, including:

  • 2×6 wood framed wall cavity
  • R-21 wall cavity insulation
  • R-4 continuous insulation
  • Stucco exterior wall finish

Other compliant design pathways may also qualify.

High Efficiency Windows
Install glazing with an area-weighted average U-factor of 0.25 or lower.

Air Sealing
Achieve a per-unit air sealing (blower door) test rating of 3 ACH50 or lower.

Progressive Electric Multifamily Retrofit Pathway

This retrofit pathway supports projects that install one or more qualifying heat pump technologies while allowing other existing natural gas appliances to remain in place.

Progressive Electric Multifamily Retrofit Program Pre-requisites

Qualifying projects must install at least one of the following:

  • Heat pump water heater: Install heat pump water heating with a UEF rating of 3.0 or greater OR

  • Heat pump space heating: Install a heat pump space heating system that meets applicable efficiency requirements:

    • Ducted split heat pump: SEER2 rating of 15.2 or higher and HSPF2 rating of 7.7 or higher
    • Ductless split heat pump: SEER2 rating of 15.2 or higher and HSPF2 rating of 7.7 or higher
