Build the Future All-Electric

Build Electric SVP is an all-electric residential new construction and retrofit program designed to accelerate residential building electrification in the City of Santa Clara. The program supports multifamily developments, accessory dwelling units (ADUs), and retrofits of existing multifamily buildings with incentives, technical assistance, and energy-saving building solutions for property owners and builders.

Designed to support the City of Santa Clara’s increased housing needs and accelerate Silicon Valley Power’s electrification and climate goals, Build Electric SVP empowers developers, builders, and property owners to construct cleaner, healthier, and more energy-efficient residential communities.

Program Pathways

Build Electric SVP offers three pathways to support projects at different stages of electrification.

All-Electric New Construction Pathway

The All-Electric pathway requires projects to have no gas and 100% all-electric appliances. This pathway supports new construction projects that install energyefficient electric technologies throughout the property.

Multifamily & ADU New Construction Pre-Requisites:

  • Include high-efficiency heat pump HVAC systems that exceed Title 24, Part 6 code requirements
  • Include high-efficiency heat pump water heating systems that exceed Title 24, Part 6 code requirements

  • Include induction cooking*

*Induction cooking is not required for multifamily affordable housing projects

All-Electric Retrofit Pathway

The All-Electric Retrofit pathway supports retrofit projects that remove all natural gas appliances, cap gas lines, and install energy-efficient electric technologies throughout each enrolled building.

All-Electric Retrofit Pre-Requisites:

  • Remove all natural gas appliances and cap gas lines to the property including residential units and common areas

  • Install high-efficiency heat pump HVAC systems that exceed Title 24, Part 6 code requirements
  • Install high-efficiency heat pump water heating systems that exceed Title 24, Part 6 code requirements

  • Install induction cooking*

*Induction cooking is not required for affordable housing projects

Progressive Electric Pathway

The Progressive Electric pathway is designed for existing multifamily buildings that may not be ready for full electrification but want to begin transitioning to efficient electric technologies. Projects can earn incentives by installing one or more qualifying heat pump technologies.

Eligible Technology:

  • High-efficiency heat pump HVAC systems that exceed Title 24, Part 6 code requirements

    OR

  • High-efficiency heat pump water heating systems that exceed Title 24, Part 6 code requirements

Progressive Electric Retrofit Incentives

Bonus Incentives are available for higher efficiency equipment and advanced electrification technologies.
